TRYING TO STOP THE KILLING BY PREVENTING THE BIRTHS

Spay - Neuter Intervention Program (S.N.I.P.)

It is unforgivable that 30 million dogs and cats are born each year in the United States,

and each year 20 to 25 million are killed as a population control measure.

The St. Bernard Parish Animal Shelter and Friends of the Animal Shelter of St. Bernard, through the generosity of its members, participating veterinarians, and other pet lovers in the community have a program that makes spay or neuter available to pet owners on public assistance or retired.  The S.N.I.P. fund pays part or all of the surgery's cost.  Isn't it time that we as animal lovers take the responsibility of controlling pet overpopulation by prevention rather than killing the unwanted and homeless pet animals in our community?

The S.N.I.P. Project Voucher System

For an eligible pet owner to participate, the veterinarian's office must receive a S.N.I.P. voucher that has been properly endorsed and dated from Friends of the Animal Shelter.  The value of the voucher is dependent on funds available and the need of the pet owner.  S.N.I.P. vouchers are accepted by local private veterinary hospitals as well as nearby low cost spay/neuter clinics.  Vouchers will cover most, if not all, of the cost of the surgery when done at spay/neuter clinics.  When used at private hospitals, the voucher may be considered a discount to the full price of the surgery.

1.) Pet owners must be prescreened for eligibility at the St. Bernard Parish Animal Shelter by providing proof of residency (St. Bernard, New Orleans East or lower Ninth Ward), retirement, disability, public assistance, or special circumstances; owners must show a picture id.

2.) The owner must present the completed application, in person, to the animal shelter.

3.) If approved, the St. Bernard Parish Animal Shelter will issue a S.N.I.P. voucher form to the owner, endorsed and dated by the program chairman.  The voucher must be used during the month indicated on the form.  Should the voucher not be used, the owner is asked to inform the shelter at 278-1535 so that the funds may be used for someone else.

4.) The pet owner is responsible for canceling any appointment that cannot be kept.  Unless the veterinary hospital receives adequate notification of cancellation and/ or rescheduling, the pet owner will not be allowed to participate in the S.N.I.P. Project.

5.) Many veterinarians require specific vaccinations prior to sterilization; the pet owner is responsible for compliance with such requirements.  Friends of the Animal Shelter will not be held liable for any additional charges beyond the face value of the voucher.
